16.1 Each member golfer will obtain a NCDGA Handicap Index
after played a
round
or more of NCDGA tournaments. This handicap index shall be used
to determine the member golfer's Course HAndicap for a specific
tournament
day.
16.2 The NCDGA's Handicap System utilizes the best half
(1/2) differentials out
of
the player's last total number of rounds up to four (4) rounds. The
differential
is the difference between the player's score and the course
rating and slope.
The system is based on the assumption that every player will endeavor to make the best
score h/she can at each
hole in every 18-hole round and that this score, modified in
accordance with the Equitable Stroke Control (ESC) set forth
by USGA will be reported
for handicap purposes in the NCDGA tournaments.
EQUITABLE STROKE CONTROL
Once the gross score has been adjusted in accordance
with ESC, the adjusted gross
score is posted to the player's recored. The following chart will indicate the number
of scores to
be used in determining an average differential.

16.3 A NCDGA Handicap Index is determined as follows
Subtract
the USGA Course Rating from the adjusted gross score, multiply
the difference by 113 and divide the result by the slope rating of that
course.Round off to the nearest tenth. Select the proper number of lowest
differentials
to be used (see chart above), total the differentials and divide
by the number of differentials used to attain the average. Multiply this
result by .96 and delete all the numbers after the tenths digit (do not round off).
This figure is a NCDGA Handicap Index.
16.4 A Course
Handicap for the tourney is determined as follows
Multiply
the NCDGA Handicap Index by the USGA Slope Rating and
dividing by 113. The resulting figure is rounded off to the nearest whole
number and multiplies by .80 (80%). This figure is the course handicap for
the tourney.
ARTICLE 17
POINTS SYSTEM
The NCDGA points system is set up to assure that every member golfer has an equal
opportunity
to obtain points. Points will be awarded whole number points equally for ties
in golf tournament standings with the exception of awarding
the tournament champion
based on tie-breaker rules listed in 14.9. All individual handicap scores shall be counted
for points regardless
of format during handicap events along with team points (if applicable).
For scratch and handicap tournament, points are awarded

ARTICLE 18
AWARDS
18.1 The awards of
"Golfer of the Year" and "Most Improved Golfer" shall be
given to member golfers for their accomplishment during the golf season.
A. The "Golfer of the Year" award is given to any member who has
accumulated the most points overall out of all tournaments over
other members.
B. The
"Most Improved Golfer" award shall be based on the member's
improvement
in his/her game from previous golf season to the end of
the current golf season based on total points and a minimum of three
(3) NCDGA tournament scores from both years.
18.2 The
awards shall be given out at the banquet after the annual business meeting.
ARTICLE 19
HALL OF FAME
19.1 The
criteria for a member golfer to be considered into Hall of Fame are as
follows
1. Has contributed to the game of golf for NCDGA.
2. Has provided commitment and service to NCDGA.
3. Has served at least two terms on Executive Committee of NCDGA.
4. Has won the most valuable golfer or most improved golfer at
least once.
5. Has hosted or co-hosted NCDGA golf tournaments for at least
5 years.
6. Has served on the host committee for SEDGA event at least 3 times.
19.2
A gift of appreciation will be given out to the inductee(s) by NCDGA.
19.3
The officers after they select inductee(s) shall present their choices to the
members for their approval by voting in a secret ballot. The inductees
shall be voted in by a two-thirds (2/3) majority to be inducted into the Hall
of Fame.
19.4 Hall of Fame members
will automatically qualify for the NCDGA
championship.
ARTICLE 20
WEBSITE
.
20.1
NCDGA shall permanently host a website in the address of
www.ncdga.org and thus it cannot be changed without the approval from
the executive committee.
20.2 NCDGA
shall pay for any operating costs incurred in running the website.
20.3 President
shall have the authority to either ask membership for a volunteer
or
appoint a webmaster. Webmaster may continue to serve for as long as
he/she
performs to the satisfaction of the overall membership.
20.4 Webmaster
shall be proficient in website design. Webmaster shall keep the
website in a professional manner and puts NCDGA in good standing.
20.5
Website shall promote news, events, tournament results, point standings,
and other pertinent information to NCDGA. It shall provide links to other
deaf
golf organizations as well as any vital golf organizations not
necessarily related to the deaf community.
20.6
Website shall not publish any confidential information about a member
without written permission from the member.
ARTICLE 21
DISSOLUTION OF ORGANIZATION
In the event that NCDGA ceases to exist,
any monies left behind is to be given to SEDGA.
