ARTICLE 11
TOURNAMENT RULES
11.1 Every
sanctioned NCDGA tournament shall be open to all members
and non-members.
11.2 Non-members are allowed only a
maximum of two (2) golf tournaments
to play in the current golf season and are not allowed to earn monetary
prizes. If a non-member golfer wishes to participate in his/her third
tournament, the golfer must pay membership fees plus the ten dollars
($10.00) NCDGA championship surcharge. The tournaments he/she has
participated as a non-member shall count towards eligibility for the
NCDGA championship but shall not earn points for those tournaments
that he/she participated as a non-member. They shall be able to play
along with the participants without any disturbance. If a non-member
bothers or disturb the participants, he/she shall be removed from the golf
course without refund.
11.3 All golfers are responsible
for paying their own greens and/or cart fees
one (1) week before the outing to the host(s).
11.4 The
entry fee for the monthly tournament shall be twenty-six-dollars
($26.00) thus the five-dollars ($5.00) shall go into the Championship
Fund and one-dollar ($1.00) shall go into the SEDGA Fund. The fee shall
be paid to the host along with the tournament fees (entry fees, green/cart
fees, and SEDGA fee).
11.5 All golfers shall show up
at the golf course one (1) hour prior to tee-off
except for emergencies. If a golfer shows up at a NCDGA event without
paying advance or notifying the host that he/she will play, the golfer
shall be at the host's discretion as to whether he/she will be allowed to
participate in the tournament.
11.6 Betting conditions
are as follows
A. Every tournament can have a bet contest and the fee shall be five-
dollars ($5.00) and thus it can not be changed without the
executive committee's approval. Bet fees shall be collected by the
host
committee on the day of the tournament before it begins.
B. Bet categories are as follows but not limited to fairways hit, low
Par-3 (total), low Par-5 (total), lowest putts, and most saved pars.
Host can determine which category to use and/or create new
category(s) at his/her discretion.
C. After each tournament, the prizes shall be distributed from the bet
fund by the host committee to the top three and ties in each bet
category.
Adjustments can be made fif three winners ae not possible
with
the executive committee's approval.
11.7 For tournaments
with handicap format; male golfers may choose which
men's tees to play from and for the ladies, they can choose whichever tees
to play from. The proper Course Handicap will be given to the member
golfers per their choices of tees.
11.8 The pairings
shall be announced and posted at least fifteen (15) minutes
prior
to the first tee-time.
11.9 Each golfer shall have
his/her scorecard assigned to another golfer in
another cart in the group.
11.10 Prizes shall be given out tomember
golfers by the host(s).
11.11 NCDGA's closest to the pin contest
shall be used on the easiest Par-3 hole
according to handicap or agreed upon by the officers. There shall be
closest to the pin contests on all other Par-3 holes. Winners shall be
awarded with three (3) bonus points during regular tournaments and
NCDGA Championship. Money can also be awarded to the winners of those
contests.
11.12 Longest Drive contest shall be used only on
a straight hole on either a par-

or a par-5 measured at least three-hundred-fifty (350) yards.
11.13 Host(s)
can have additional closest to the pin contest(s) and distribute
monetary
and/or merchandise prizes to winner(s).
11.14 If there are no
winner(s) in any of the contest, the monetary prizes will
automatically go into the Championship Fund.
11.15 Twenty-five-dollars
($25.00) from NCDGA will be given to the golfer who
makes
either an eagle or an ace.
11.16 Fans are welcome to watch, but they
shall not disturb the golfers during the
outing.
They shall stay behind the group of golfers at least 25 feet.
11.17 If
the tournament is halted due to weather and players are not able to finish their
round,
results will be based on the following:
a. Scores will be counted up to the last completed hole that the last
group played.
b. Each
golfer will be given a score of par on the remaining holes.
ARTICLE 12
NCDGA CHAMPIONSHIP
12.1 The NCDGA
Championship shall be held in November. It is a two (2) round
event.
12.2 NCDGA officers will be responsible for
running the NCDGA
Championship. The secretary shall be put in the first (1st) pairing in the
second round so he/she can start working on the points immediately with no
time delayed afer all rouinds are completed.
12.3 The
requirements to participate in NCDGA Championship are as follows
A. Member golfer shall have played at least three (3) NCDGA monthly
tournaments. Out of state members must play in at least two (2)
NCDGA
tournaments and one out of state tournament (SEDGA,
MDGA, TDGA, SCDGA, etc.
B.
Member golfer must play in at least two NCDGA handicap
tournaments before the NCDGA Championship.
C. If a golfer does not qualify for the NCDGA Championship, he/she
can still play as a guest but will not earn monetary prizes or points.
12.4
The entry fee for this event shall be twenty-dollars ($20.00).
12.5
Qualified golfers shall play in both rounds in order to earn monetary prizes
from the Championship Fund that will be distributed after the second round.
12.6
Overall results of the NCDGA Championship will be determined by points
earned each day based on the finishing postion. Refer to Article 17 for
point distribution. Points shall be counted for the Overall Standing but not
included in the NCDGA Championship results.
12.7
The format for the NCDGA Championship shall be handicap for both rounds.
Total points from both rounds will determine the results of the championship.
12.8
For bets, see 11.6 with the exception that the results of all bets are
determined by all scores being combined from two (2) rounds to determine
the winners of the betting contests. And the prizes from the bet fund will be
distributed to the winners after the second round.
12.9
Contest winners can claim their prize(s) after each round (i.e. best shot,
longest drive, etc.). If there are no winner(s) in any of the contest, the monetary
prizes will automatically go back into Championship Fund for next year.
ARTICLE 13
SMOKY MOUNTAIN CUP
13.1 The
purposes of the cup matches are to promote fellowship among Deaf
golfer
and to compete for Club pride.
13.2 State residents
of their respective golf associations shall be qualified for
the matches.
13.3 Top eight (8) NCDGA golfers in
overall points standings from the
previous golf season shall qualify for the Smoky Mountain Cup. The top
NCDGA golfer shall be appointed captain of the team. If a qualified
NCDGA golfer cannot participate in the cup matches then the next top
qualifier shall be asked to participate.
13.4 Rules
for each cup shall be agredd upon by all golf associations involved
and be put on a separate document.
ARTICLE 14
RULES OF PLAY
The rules of play shall be governed by the USGA rules except
for the following modified
rules.
14.1 Winter
play shall be enforced at all tournaments, meaning the ball can be
moved anywhere except in the hazards. Ball shall not be moved more than
six (6) inches of the spot and no nearer the pin.
14.2
Lost ball, out-of-bound, or unplayable lie may be played with one (1) of
the following three (3) options.
1. You may drop the ball as near as possible at the spot you
played your original balls. If the original shot was a tee shot,
you may re-tee a new ball.
2.
You may drop the ball within two (2) club-lengths of the spot
where the ball lies in any direcions, but not nearer the hole.
3.
You may drop the ball on an imaginary line extending from
the hole to the point where the original ball last crossed the
margin of the "boundary" with no limit of how far back you go.
Note: Each option carries a one (1) stroke penalty.
14.3 The procedure for hitting the golf
ball into water hazard (yellow stakes)
calls for the golfer to go around the hazard and drop at the front and side
of the hazard. A penalty of one (1) stroke shall be assessed to the score.
14.4 Ball
in water lateral hazard (red stakes) may be played with one (1) of the
following
four (4) options.
1. You may drop the ball as near as possible at the spot you
played your original ball. If the original shot was a tee shot,
you may retee the new ball.
2. You may drop the ball within two (2) club-lengths of the spot
where the ball lies in any directon, but not nearer the hole.
3. You may drop the ball on an imaginary line extending from
the hole to the point where the original ball last crossed the
margin of the "hazrd" with no limit of how far back you go.
4. Play the ball as it lies.
Note: Each
option carries a one (1) stroke penalty, except for #4.
ARTICLE 15
NCDGA RULES
15.1
For tournament that use handicap format
A. For those using the NCDGA Handicap Index, the Course
Handicap shall be used at eighty percent (80%) as described
in Article 16.
B.
For those who don't have a NCDGA Handicap Index, we
will accept the index provided by another association and use
it to determine the Course Handicap at eighty percent (80%)
as described in Article 16.
C.
A member golfer may use his/her official USGA Handicap
Index and that the determined Course Handicap shall be used
at one-hundred percent (100%) after rounded off to the
nearest
tenth digit.
D. After obtaining a NCDGA index, the member golfer must
play at least one scratch/handicap NCDGA tournament
within
the next two golf seasons in order to maintain his/her
handicap. If a member golfer does not meet that time frame,
he/she will obtain a new NCDGA handicap at the next
NCDGA scratch/handicap tournament he/she participates in.
15.2
Slow play will not be tolerated. If a group is caught playing one (1) hole
behind, each member golfer will be charged with a two (2) stroke penalty.
Forget about honor, play your ball when you are ready, except on the
green.
15.3 If a member golfer fails to show
up at the first (#1) tee box at his/her
assigned time, he/she shall be penalized two (2) strokes to the score and
put in the last group. If he/she fails to show up on time aain, he/she shall
be disqualified from the tournament and forfeit the entry fee. But he/she
may
play along with us for fun and put in the last group.
15.4
If a golfer withdraws from tournament due to a medical reason or an
emergency consideeed valid by NCDGA officers to be awarded the last
finishing place of the tournament according to Article 17, otherwise will
be awarded no points.
15.5 Score for each
hole shall be limited to the double of the par of each hole
(i.e. par 3 = 6, par 4 = 8, and par 5 = 10). If the golfer fails to finish the
hole, add an extra stroke and the number of putts shall be counted as four (4).
15.6
Penalties will be assessed if scorecard(s) ar not signed in the situations
A. If a member golfer fails to sign the scorecard, he/she shall be
penalized two (2) strokes to the score. If he/she fails to sign
the scorecard again, he/she shall be disqualified from
collecting the prizes.
B. If a member golfer fails to sign the scorecard and left for
home, he/she shall be disqualified from collecting the prizes.
15.7
All scorecards will be double-checked for errors in scoring. No penalties
will be issued if such errors are found and fixed to the correct score. The
hosting committee or an officer will be responsible for checking scorecards.
15.8
If a member golfer loses his/her temper and/or behaves in an un-
sportmanlike manner, he/she shall be penalized two (2) stroked for each
violation to the final score.
15.9 Any complaints
or protests regarding the conduct of any member golfer(s) on
the golf course shall be submitted to the secretary in writing with the
signatures of two (2) or more witnesses. The secretary shall notify the officers
(president, vice president and treasurer) and a decision shall be made at the
moment for any effect on thefinal score and standing.
15.10 In the event of a tie for first place (1st),
the tiebreaker will be determined by
the
player's or team's lowest score on the toughest hole according to the
handicapping of each hole on the golf course, HCP 1. If the players or teams
scores are the same, then the tiebreaker will go onto the second toughest hole,
HCP
2. The tiebreaker shall go on until a winner is declared. If in the event that
the players or teams have shot the same scores on every hole, then a sudden
death playoff shall bre used to begin on the first (#1) hole until a winner is
declared.
ARTICLE
16
HANDICAP SYSTEM
The handicap system is based on the system created by USGA with some modifications
being made just for NCDGA
membership and that those handicaps shall be used only in NCDGA's tournaments.
